I clicked on the Liven Live/Barge icon, my phone rang, and when I picked it up I heard an error message. What’s wrong?

The icons for Listen Live and Barge are always visible, even when the user does not have privileges to this feature. The phone system will attempt to initiate a call for Listen Live/Barge, and will enforce privileges, providing an error message if the user does not have permission
